Appointment of a manager by the Tribunal is a draconian order and consequently is not an order that the Tribunal makes lightly.  A Tribunal will expect to be persuaded that there are grounds on which they can be called upon to appoint a manager, and that it is just and convenient for them to do so.  And then they’ll need to consider the suitability of the proposed manager, and the terms of any management order.  It’s much more than just proving some fault.
